If elected President, I will enact the following energy policy:
1. States will have complete control over the energy resources in their state, excepting in those cases where their actions might have effects beyond the borders of their state.
2. Offshore drilling would be allowed in all federally controlled waters and on all federally owned lands. Environmental impact studies would be limited to a two-year period. Strict penalties would be enforced for violation of environmental regulations.
3. Nuclear power and the development of alternative energies would be encouraged.
